I have a vague recollection of Family Dog, as well as Fish Police and Capitol Critters.
But mostly I remember them as a tombstone gag from (I believe) The Simpsons Tree House of Horror III

There was this one Saturday Morning cartoon from the 1980's called The Bisketts.

It was about these dogs of all different breeds who serve a king.  Their rival is some evil ruler and a court jester.   It only had one season.   This cartoon was possibly made maybe to popularize the then success of The Smurfs.  It was on CBS.

Something to do with the word Ullyses in the title. It was about people in the future. For some strange reason, they were suspended up in the air in rows.

I saw this once, and had nightmares for weeks afterwards, convinced that if and when the end of the world occurred,  people would wind their way up to Heaven by floating up there.

Actually, I still do.

I'm not surprised I only ever saw it the once...

Found another one on YouTube called Milton the Monster.  It even had a follow up cartoon to go along with it called Fearless Fly. 

In the late nineties there was a cartoon called Stickin' Around that literally had stick figures as characters.  About some kids who play and use their imaginations.

I swear to god I watched the show I'm about to describe...

Well, actually I played it. It was a PC game. It was called "The Deciders" You have NO idea what that is, because I can't find it anywhere on the internet except for one Google Images picture of the disk.
